Enhanced Strategic Planning at the Regional and Local Level in Croatia
The aim of this project is to strengthen strategic planning and strengthen management capacities for the implementation of the National Development Strategy 2030 among different levels of government, especially at regional and local level.

The overall objective of the project is to encourage the transfer of knowledge related to national planning policies at the regional and local government level and to strengthen regional and local partnerships and ownership for achieving the Sustainable Development Goals.
The specific objective is to raise public awareness and knowledge of the national development strategy and the UN 2030 Agenda at regional and local level, and to create cooperation and innovative partnerships as a basis for constructive political dialogue and implementation of the National Development Strategy and the Sustainable Development Goals.
Expected impact of the project: improved skills and capacities for the implementation of the National Development Strategy will enable monitoring of objectives and performance indicators, as well as linking objectives and priorities at regional and local level with those at national level.
Target group: Local and regional self-government units in the Republic of Croatia.
Project budget: EUR 1 082 579,00
The project is co-financed by the Financial Mechanism of the Kingdom of Norway. The financial mechanisms of the European Economic Area (EEA) and the Norwegian Financial Mechanism contribute to reducing social and economic disparities in Europe while strengthening bilateral cooperation between donor countries (Iceland, Liechtenstein and Norway) and beneficiary countries.

2. Established culture of dialogue for effective policy and decision-making
3. Established strategic partnerships and functional network developed at regional level to achieve the goals/objectives of the National Development Strategy and the Sustainable Development Goals.
Main activities on the project:
- Workshops to strengthen skills and capacities at regional and local level relevant for the implementation of the National Development Strategy 2030. (NDS) in the process of establishing a strategic planning system
- Specific recommendations for selected Croatian regions – ex ante or mid term evaluation of regional strategic plans
- Forums for the exchange of experience and knowledge
- OECD report on Croatia – “Multi-level Governance”.
The predefined project has predefined indicators:
- Number of county development agencies publishing improved public services related to the project
- Number of qualified staff trained for the effective and timely implementation of the NDS in 2030
- Number of seminars organised
- Number of study trips organised
- Number of multi-stakeholder regional development forums
- Number of participants in multi-stakeholder regional development fora
- Multilevel Report on Integrated Investment Governance – OECD Country Report for Croatia – Multi-level Governance
- Number of recommendations on ex-ante impact assessments of regional development plans
- Share of professional staff who have declared improved relevant skills and competences for the effective and timely implementation of the NRR in 2030
